The federal Flood Control Act of 1944 has been largely unchanged since its creation. Since then, water resource issues on the river have shifted significantly, and in 2009, Congress authorized the Missouri River Authorized Purposes Study (MRAPS) to evaluate how reservoir and river management affect river uses. As a sub-contractor to PBS&J (now Atkins), DJ Case assisted with coordinating and facilitating meetings and public participation processes between two U.S. Army Corps of Engineers districts (Omaha and Kansas City) who share joint management of the MRAPS effort. DJ Case facilitated meetings among Corps staff, assisted the Corps with development of the MRAPS team, and designed and implemented the public involvement plan. Working with Corps and Atkins staff, DJ Case facilitated Corps team meetings, workshops, and conference calls; created an online shared workspace; developed a plan and provided logistical support for 31 Public Scoping meetings in all Missouri River states; designed and produced 23 banner displays, a video and various corresponding handouts; prepared an online database and analyzed over 1,500 public comments for a draft Public Scoping Report; and facilitated a Cooperating Agencies Meeting with both virtual and in-person attendees across multiple locations. MRAPS explored all aspects of resource use on the Missouri River, including those sometimes at odds with each other, such as recreation and navigation.

Week after week, DJ Case staff logged many miles, moving equipment daily from hotel to conference center to gymnasium to set up in any available space that best suited the open house public involvement purposes.

The MRAPS website kept interested constituents updated on 31 public meeting locations along the Mississippi and Missouri Rivers from Louisianna to Montana.

The MRAPS website provided a "virtual open house" experience by providing background, capturing public input and reporting back on meeting events.
